Pilot #1 uses human review, stage-based handling of actual incurred costs, and fail-closed payment and reconciliation controls. Unapproved proposed remedies are not part of this policy.
What may be advertised
Pilot #1 accepts ordinary local-business advertising only. Campaigns requiring specialized regulatory review are not accepted.
Nakovia signs go on people's homes, on streets where children walk to school. The content rules are stricter than an online ad network's, and they are not negotiable at any price.
Nothing may be advertised that is illegal to advertise, that is false or misleading, that infringes somebody else's trademark or copyright, or that targets or demeans a person or group. No adult content. No weapons or ammunition. No vaping products. No payday lending, debt relief, or anything that solicits payment for a service that does not exist.
Cannabis is allowed only where it is legal. It is one of the categories a host can refuse on their own listing, and a booking from an advertiser who has declared that industry is turned away before it reaches a host who has refused it. See the next section.
Human Nakovia review and property-owner artwork approval are required. Advisory AI screening never makes the final decision.
What a host controls
Hosts can record listing rules. Where the applicable controls and database fields are active, pausing a listing, blocked-out dates, and minimum booking length are checked during booking and can block the request with a reason.
Refused categories and refused businesses are enforced at booking too. Advertisers declare their industry and the business the ad is for, and a booking that matches a host's refusal is turned away with the reason before anything is charged. Three honest limits. An advertiser who has not declared yet is asked the first time they try to book. The declaration is self-reported. And on a corporate campaign, which Nakovia provisions in bulk for one company across many properties, the refused-business rule is checked but the industry rule is not, because Nakovia records no industry for a company. Artwork approval therefore remains a separate gate on every booking.
The categories a host can record: political, alcohol, tobacco, gambling, adult, religious, cannabis. A host can also name specific businesses they will not carry.
A host also approves or declines the specific artwork for every booking, even one in a category they allow. Nothing goes on a fence that its owner has not seen.
None of this applies retroactively. Blocking a category does not cancel a booking that is already running under it.
Cancellations: what is refunded
Before irreversible third-party work begins, avoidable and unearned amounts are cancelled, voided, refunded, or released subject to provider mechanics. After work begins, only documented costs Nakovia actually incurred may reduce a refund, after operator review.
- You cancel before paying: nothing was charged, nothing is owed, the dates go back on the market.
- Before irreversible production or installation work: remaining avoidable and unearned amounts are reviewed for refund, void, or release.
- After irreversible work begins: documented nonrecoverable supplier, production, or installation costs actually incurred may reduce a refund. No unincurred cost is charged.
- If an artwork deadline is missed, an operator stops remaining work and determines any credit, refund, void, or release from actual booking costs and provider state.
- If the ad never becomes verified live, it is not treated as completed. Owner payout eligibility stops, and an operator reconciles actual incurred and avoidable costs with provider state.
- If the host backs out, remaining work stops and an operator determines recovery from actual incurred costs and provider state. An unverified campaign is not treated as completed.
- After a sign is physically installed, any takedown or cancellation amount requires evidence of the work actually performed and operator review.
Rent is charged when the ad is up, not when it is booked
Booking a spot authorises the first month's rent against your card. It does not charge it. Rent is captured only once the ad has been verified as physically installed and visible.
That means a booking that never reaches a fence never costs you rent. The authorisation is released and the money was never taken.
Setup costs, the banner, the install kit and the installation, are charged up front, because they are spent up front.
The takedown is the one charge that comes at the other end. Every sign that goes up comes down, somebody has to go and do it, and that visit is quoted before you book and billed once it is done. It is shown as a separate line on your booking from the moment you book, never added later.
A run longer than a month renews monthly on the same basis. Renewal price is fixed at the price you booked at for the length of the run, and is shown on your booking before you commit.
Notice periods not adopted for Pilot #1
No fixed 14-day or 30-day notice rule is adopted here. Pilot exceptions are handled by an operator against the booking state, evidence, actual costs, and provider state.
Damage and replacement exceptions
Damage, loss, failed delivery, and reprints require operator review. Fault is recorded, but the software does not automatically allocate a refund or charge.
The operator preserves damage, delivery, installation, and verification evidence and determines next steps from actual costs, responsibility evidence, and approved policy. No automatic cost allocation is promised.
A damaged, lost, or failed-delivery item is not automatically reprinted or charged. Any supplier action requires separate human authorization.
Property damage claims are handled manually. Nakovia does not promise an unapproved liability allocation or insurance coverage through this policy.
Report damage by contacting us with the booking reference. A report about a sign that is currently up is treated as urgent.
Account enforcement
The repository contains strike fields and thresholds. Pilot enforcement remains a documented human decision rather than an automatic legal remedy.
A host collects a strike for backing out of a confirmed booking, for removing a running ad without notice, or for a verification submission found to be falsified. 3 strikes removes the host from the marketplace.
A falsified verification submission is a single-strike removal, not a three-strike one. It is the one thing that makes every other number on this platform worthless.
An advertiser is removed for submitting artwork that breaks the content rules after being told once, for chargebacks raised without first opening a dispute, or for attempting to contract with a host outside the platform to avoid the checks on this page.
Disputes and chargebacks
There is no self-service dispute button. Pilot disputes and chargebacks are handled manually. Contact support with the booking reference.
A decision is made on the booking's own record: verification evidence, messages, the payment and payout ledger, and the timestamps on every state change. None of that is editable by either party, which is the reason it is worth having. No response time is promised here, because none is currently measured, and a number nobody is holding themselves to is worse than no number.
Nakovia preserves clickwrap, payment, artwork approval, fulfillment, communications, and verification evidence; pauses unreleased owner payout where permitted; and does not claim control over bank or card-network outcomes.
Data
Exact street addresses are not shown publicly. An advertiser sees the area and the map until a booking is confirmed.
QR reporting can show recorded request counts and timing. A request is not proof of a unique person, a person who saw the sign, or a customer.
The privacy policy governs everything else and takes precedence over this section.
Pilot money movement remains subject to payment-provider state, operator review, and zero-difference reconciliation.
